Risk management system will be simple, accessible and promote communication of information to all relevant stakeholders for optimal resource allocation and risk mitigation. Risk management should be used by all team members to manage risks -- risk office personnel. Each group is assigned Risk Integrators who are facilitators for effective risk management. Risks will be managed at the lowest-level feasible, elevate only those risks that require coordination or management from above. Risk reporting and communication is an essential element of risk management and will combine both qualitative and quantitative elements. Risk informed decision making should be introduced to all levels of management. Provide necessary checks and balances to insure that risks are caught/identified and dealt with in a timely manner. Many supporting tools, processes & training must be deployed for effective risk management implementation. Process improvement must be included in the risk processes.

Although most programs and organizations use risk management when developing and operating software-reliant systems, preventable failures continue to occur at an alarming rate. In many instances, the root causes of these preventable failures can be traced to weaknesses in the risk management practices employed by those programs and organizations. To help improve existing risk management practices, Carnegie Mellon University Software Engineering Institute (SEI) researchers undertook a project to define what constitutes best practice for risk management. The SEI has conducted research and development in the area of risk management since the early 1990s. Past SEI research has applied risk management methods, tools, and techniques across the life cycle (including acquisition, development, and operations) and has examined various types of risk, including software development risk, system acquisition risk, operational risk, mission risk, and information security risk, among others. In this technical report, SEI researchers have codified this experience and expertise by specifying the following: (1) a Risk Management Framework that documents accepted best practice for risk management, and (2) an approach for evaluating a program's or organization's risk management practice in relation to the framework.

BACKGROUND: Regulatory Drivers, Clean Air Act. ISSUE: managing Ozone Depleting Substances (ODS) possessed by organizations dispersed throughout the base; the data systems used by these organizations to capture ODS data are disconnected; managing the activities of off-base ODS maintenance contractors; inadequate record keeping associated with equipment and technician certifications; inadequate record-keeping involving servicing details, leak checks, and leak rates. SOLUTION: improve compliance monitoring, record keeping, and reporting of Ozone Depleting Substances (ODS) at Hill AFB by adding language to contracts regarding compliance with ODS requirements; implement a centralized refrigerant management application; reduce the risk of noncompliance involving recordkeeping for ODS; meet software certification and accreditation requirements; ensure fast records availability for regulators; and conduct periodic audits of ODS equipment. CENTRALIZED MANAGEMENT: The Air Program Information Management System (APIMS) was the logical choice for comprehensive ODS management. APIMS is the official air quality data system for the Air Force. It is in use at over 60 U.S. military installations. The database infrastructure is already in place, it just needed modifications for ODS. The use of APIMS will support leak rate recordkeeping and reporting and provide a 5-year records archive for technician credentials, equipment certifications, equipment maintenance logs, and repair reports.

The purposes of this research aimed 1) to study the elements and indicators of risk management system for secondary schools in Thailand. 2) to study suitable the elements and indicators of the risk management system for secondary schools in Thailand. 3) to study the results of CFA (Confirmatory Factors Analysis) risk management process of risk management system for secondary schools in Thailand. There were four steps as follows: Stage 1 to study theories and concepts from the documents and research. Stage 2 to synthesize the study of concepts, principles and theories involved in this research from the stage 1. Stage 3 to evaluate and confirm the suitability of the elements and indicators of risk management system for secondary schools in Thailand by 9 experts. And Stage 4 to analyze the elements and indicators of risk management process of risk management system for secondary schools in Thailand by CFA (Confirmatory Factor Analysis). There were 350 samples in this study. The instruments used in this study were questionnaire for 9 experts and questionnaire for CFA. The statistics used for data analysis were mean, standard deviation, Chi-square, GFI, AGFI, SRMR, RMSEA. The findings found that the risk management system for secondary schools in Thailand had four main elements as follows: 1) Input consisted of 5 sub-factors, 13 indicators, 2) Process had 2 dimensions: 2.1) Dimension of the risk management process consisted of 8 sub- elements, 31 indicators, 2.2) Dimension of school burdens consisted of 4 sub-elements, 72 indicators, 3) Outputs and Outcomes consisted of 2 sub-elements, 6 indicators and 4) Feedback consisted of 2 indicators. The results of evaluation and confirmatory the suitability the elements and indicators of risk management system for secondary schools in Thailand by 9 experts found that it was suitable in every items. And the results analyze CFA of the elements and indicators risk management process of risk management system for secondary schools in Thailand revealed that the model is harmonious with empirical data and in "good" level.
