This paper presents an analysis that is sophisticated, provocative, and well-documented, and yet the analysis tries to cover too much. Financing for climate mitigation projects in developing countries is a major and perennial source of discussion and debate in the UNFCCC context and in the economic development context as well, so the topic of this paper is a good choice. The writer appears to have sufficient mastery of financial analysis and economic principles to pursue the analysis at a sophisticated level, supported by selective use of charts and graphs. The research material supporting and informing the analysis is extensive and diverse. Professor Sanford E Gaines The University of New Mexico - School of Law Albuquerque, New Mexico

In 2008 European Union (EU) member states committed themselves to obtaining 10% of transport fuels from renewable sources by 2020. Member states will fill almost all of this commitment through industrial biofuels. As much as two-thirds are likely to be imported, the majority from developing countries. Biofuels are conservatively estimated to have been responsible for at least 30% of the global food price spike in 2008. If all global biofuel targets are met, it is predicted that food prices could rise by up to an additional 76% by 2020. An estimated 600 million extra people may be hungry because of industrial biofuels by this date.

The current global economic downturn is not the only crisis. Volatility in food and fuel prices has raised levels of poverty, hunger and malnutrition in many countries. The overarching menace of climate change, meanwhile, threatens to undermine all work for development. These crises are interrelated. All have profound social and political implications. Each needs solutions that take the others into account. The Economic and Social Survey of Asia and the Pacific 2009 analyses how these multiple threats have affected the region, and considers ways in which the region can address them. The Survey’s central thrust is that the convergence of the crises and the fundamental changes they have brought to the macroeconomic landscape present a unique opportunity for the region to make growth more fair and inclusive. Furthermore, by implementing reforms in unison, the region can make a major contribution to reshaping the global economic architecture.
