Canada's energy sector faces a number of specific policy challenges. Each of them is tackled in this report, which provides policy recommendations. The country's constitution limits federal government responsibilities in such a way that to reach national energy policy goals, a process of intensive dialogue and consultation between the federal government and the provinces is indispensable.

The staff report on Canada's 2009 Article IV Consultation examines economic developments and policies. Canadian banks have weathered the crisis better than major-country peers, but the credit cycle will be challenging, particularly given high household debt. Financial instability is a tail risk, but heightened vigilance is warranted. The Bank of Canada has appropriately loosened monetary policy, bringing the policy rate target to a record-low percent. Macroeconomic policies have adopted an expansionary tilt, and authorities have taken steps to safeguard financial stability.

In this instant national bestseller, comedy superstar Mike Myers writes from the (true patriot) heart about his 53-year relationship with his beloved Canada. Mike Myers is a world-renowned actor, director and writer, and the man behind some of the most memorable comic characters of our time. But as he says: "no description of me is truly complete without saying I'm a Canadian." He has often winked and nodded to Canada in his outrageously accomplished body of work, but now he turns the spotlight full-beam on his homeland. His hilarious and heartfelt new book is part memoir, part history and pure entertainment. It is Mike Myers' funny and thoughtful analysis of what makes Canada Canada, Canadians Canadians and what being Canadian has always meant to him. His relationship with his home and native land continues to deepen and grow, he says. In fact, American friends have actually accused him of enjoying being Canadianand he's happy to plead guilty as charged. A true patriot who happens to be an expatriate, Myers is in a unique position to explore Canada from within and without. With this, his first book, Mike brings his love for Canada to the fore at a time when the country is once again looking ahead with hope and national pride. Canada is a wholly subjective account of Mike's Canadian experience. Mike writes, "Some might say, 'Why didn't you include this or that?' I say there are 35 million stories waiting to be told in this country, and my book is only one of them." This beautifully designed book is illustrated in colour (and not color) throughout, and its visual treasures include personal photographs and Canadiana from the author's own collection. Published in the lead-up to the 2017 sesquicentennial, this is Mike Myers' birthday gift to his fellow Canadians. Or as he puts it: "In 1967, Canada turned one hundred.Canadians all across the country made Centennial projects. This book is my Centennial Project. I'm handing it in a little late.... Sorry.

KEY ISSUES Economic outlook: The Canadian economy has expanded at a solid pace since 2013, but rebalancing of growth away from household consumption and residential investment remains incomplete, owing mainly to weak business investment. Growth momentum is expected to continue alongside a strengthening U.S. recovery despite substantially lower oil prices. Risks to the outlook are modestly tilted to the downside given sluggish global growth, effects unfolding from sharply lower oil prices, and housing market risks. Key domestic vulnerabilities in housing markets and the household sector remain elevated but contained fro m a financial stability perspective. Policies for balanced and sustained recovery: An appropriate policy mix should help facilitate rebalancing to generate a broader and more durable recovery, reduce domestic vulnerabilities, and further strengthen financial system resilience: Macro policies: Monetary policy can remain accommodative for now given that inflation expectations are well-anchored, stronger business investment is still a missing link, risks to an export-led recovery are to the downside, and housing markets are expected to cool as U.S. interest rates rise and with lower oil prices. Fiscal consolidation should proceed in light of longer-term challenges at the provincial level, but federal authorities should consider adopting a neutral stance going forward, using available fiscal resources for targeted measures to support growth. Structural policies to improve productivity in the economy would increasingly need to complement this policy mix. Housing sector and financial sector policies: Further macro-prudential policy action may be needed to guard against risks to financial stability if household balance sheet vulnerabilities resume rising. Reforms to limit government exposure to housing markets and encourage appropriate risk retention by the private sector should continue. Improving complex coordination across federal and provincial authorities in supervision and stress- testing of depository institutions and strengthening macro-prudential and crisis management frameworks will reinforce the resilience of Canada's financial system. Policy response to past advice: Since the 2013 Article IV Consultation mission, the authorities have taken some further steps to limit taxpayer exposure to the housing sector and strengthen mortgage insurance underwriting practices. Some work on FSAP recommendations has also started to enhance stress testing, address data gaps, and towards establishing a cooperative capital markets system. The authorities have also intensified their efforts towards addressing interprovincial trade barriers and export diversification.

First, I'll tell about the robbery our parents committed. Then the murders, which happened later. In 1956, Dell Parsons' family came to a stop in Great Falls, Montana, the way many military families did following the war. His father, Bev, was a talkative, plank-shouldered man, an airman from Alabama with an optimistic and easy-scheming nature. Dell and his twin sister, Berner, could easily see why their mother might have been attracted to him. But their mother Neeva - from an educated, immigrant, Jewish family - was shy, artistic and alienated from their father's small-town world of money scrapes and living on-the-fly. It was more bad instincts and bad luck that Dell's parents decided to rob the bank. They weren't reckless people. In the days following the arrest, Dell is saved by a family friend before the authorities think to arrive. Driving across the Montana border into Saskatchewan his life hurtles towards the unknown, towards a hotel in a deserted town, towards the violent and enigmatic American Arthur Remlinger, and towards Canada itself - a landscape of rescue and abandonment. But as Dell discovers, in this new world of secrets and upheaval, he is not the only one whose own past lies on the other side of a border. In Canada , Richard Ford has created a masterpiece. A visionary novel of vast landscapes, complex identities and fragile humanity. It questions the fine line between the normal and the extraordinary, and the moments that haunt our settled view of the world.
