This report provides an in-depth, evidence-based analysis of open government initiatives and the challenges countries face in implementing and co-ordinating them. It also explores new trends in OECD member countries as well as a selection of countries from Latin America, MENA and South East Asia regions. Based on the 2015 Survey on Open Government and Citizen Participation in the Policy Cycle, the report identifies future areas of work, including the effort to mobilise and engage all branches and all levels of government in order to move from open governments to open states; how open government principles and practices can help achieve the UN Sustainable Development Goals; the role of the Media to create an enabling environment for open government initiatives to thrive; and the growing importance of subnational institutions to implement successful open government reforms.

Government Contracts

www.ebooks.com/cj.asp?IID=1304591&cjsku=1304591...
He who knows and knows that he knows is wise; follow him. -ANCIENT PROVERB During a long career of public service as a government procurement and contracting official, I am still surprised to find big, successful corporations making the same mistakes that neophytes in government contracting mak~. And this is particularly true in the matter of writing proposals, which are the crucial element in most major procurement awards. It's true enough, as many suspect, that the big, well-known company has something of an edge over the smaller, lesser-known company com peting for any given government contract-psychologically, at least: The typical government executives, whether contracting officials or program managers, tend to have a bit more faith in the ability of the large company to carry out the program successfully. All things being equal, then, the big company is more likely to get the nod. However, because the large companies are well aware of that, many tend to become "fat, dumb, and happy"-they try to coast or rest on their laurels. That is, they get careless about making a strong enough case for themselves in writing their proposals. And when they lose, often to smaller companies, they are both puzzled and outraged. They have for gotten that all government procurement is a competition-usually both technical and cost competition-and that the "little guy" can win against the "big guy," if he tries hard enough. And especially if the bigger guy is a bit careless and does not put out his best effort.

Government Girl

www.ebooks.com/cj.asp?IID=476759&cjsku=476759...
"A delightful page-turnerthat will put the lucky reader within the feverish excitement of a hopeful and tragic time. Andrei Codrescu, NPR commentator and author of The Posthuman Dada Guide: Tzara and Lenin Play Chess A memoir of being young and female in the Clinton White House Stacy Parker Aab was born in Detroit in 1974, the only daughter of a white Kansas farm girl and a young black Detroiter fresh from two tours of Vietnam. An excellent student, Aab gravitated toward public service and moved to Washington, D.C., for college in the hopeful days of 1992. Not only would Aab study political communication at The George Washington University, but she would also intern at the White House. For three years, she worked for George Stephanopoulos. In 1997 she became White House staff, serving as Paul Begala's special assistant. At first, life was charmed, with nurturing mentors, superstar politicos, and handsome Secret Service agents. In January 1998, the world of the Clinton White House changed radically. Monica Lewinsky became a household name, and Aab learned quickly that in Washington, protectors can become predators, investigators will chase you like prey, and if you make mistakes with a powerful man, the world will turn your name into mud. Government Girl is a window into the culture of the Clinton White House, as seen through the eyes of an idealistic young female aide. Stacy Parker Aab's intimate memoir tells of her coming-of-age in the lion's den. Her story provides a searing look at the dynamics between smart young women and the influential older men who often hold the keys to their dreams.
